If the legislation gets to votes on the floor I think it will pass.
a) it won't screw the state out of any money (aka Pittman-Roberts money)
b) it's presented as improving some economic activity (aka the horse tourism in the state)
c) gives certain legislators a chance to stick it to the "gubmt" to show they will rein in "rogue agencies"
